Mr. Candy practiced for several years in the San Francisco Bay Area developing expertise on environmental, natural resource and land use matters.
Since joining Hollister & Brace in 1999, Mr. Candy has focused his practice on guiding clients through the regulatory complexities associated with land use approvals in Santa Barbara County. His client base includes residential subdividers, commercial developers, agricultural and industrial landowners. Mr. Candy works extensively with all aspects of land use entitlement and real estate development law, including the Subdivision Map Act, the California Environmental Quality Act, natural resources law (including wetlands and endangered species compliance), and water law (including water rights and water quality).
As part of his work on behalf of residential subdividers in the Santa Maria/Orcutt area, Mr. Candy has successfully completed a number of large scale water supply acquisitions. He structured and consummated the only transfer of State Water Project entitlement to a non-CCWA participant to occur within Santa Barbara County. He also created the legal framework that enabled the financing, acquisition and construction of several major components of Orcutt regional infrastructure.
In conjunction with his land use practice, Mr. Candy represents clients in complicated water right disputes, most notably the ongoing adjudication surrounding priorities to the Santa Maria Groundwater Basin. In addition, he handles complex real estate transactions involving the purchase and sale, redevelopment and commercial leasing of contaminated properties.
Mr. Candy serves on the Board of Trustees of the Santa Barbara Maritime Museum.
